Texas is a non-disclosure state meaning that sold prices are not public knowledge. The loan amounts, if applicable, are recorded at the courthouse, but sales prices are not. If you need true sales prices for market value or other reason, a REALTOR is happy to assist.
There is a website www.HOA.texas.gov but I often find it easier to just google the neighborhood and then finding the HOA and its website. Sellers should be able to provide info for you if listing a property. I have also called the HOA and gotten the info from the mgt company.
