I do know this, while I completely disagree that it has anything to do with potential claims. Which is why it is banned in some states. I would like to see if TREPAC would work on getting TX to ban that practice as well.
Now that immigration laws will be enforced, there is no way to guarantee the non-permanent residents would be able to stay in the US or continue to pay their obligatory commitment. Basically enforcing immigrations laws will affect their ability to remain legally in the country.
